Add all ingredients to a shaker with ice and shake quickly. Double strain into a sea salt-sprayed coupe glass. To garnish, use a mini clothespin to clip a hop flower and grapefruit peel triangle to the side of the glass.
Bring water, sugar and hops to a boil. Reduce heat, add grapefruit zest and simmer for 15 minutes. Let cool and finely strain into a sealed container. Store in the refrigerator for up to one week.
