Add vodka and syrup to a shaker with ice. Shake well and double strain into a coupe. Top with vanilla & citrus foam and lemon zest.

Bring water and sugar to a boil. Add tea, reduce heat and simmer for 15 minutes. Let cool, strain into a sealed container and store in the refrigerator for up to one week.

Build ingredients in a whipped cream canister and shake to combine.
